When Rosenberger resigned last April in the middle of an FBI investigation since revealed to be probing possible bribery and extortion, it also came out that payday-lending and other lobbyists were on the trip. Manning says he did not know lobbyists would be there, and in any case, was not lobbied.
The term-limit musical chairs is distasteful but has to be weighed against whether Manning delivers for constituents. And while the London trip reveals, at best, poor judgment and naivete on Manning's part to an extent that's head-scratching in a lawyer and two-term legislator, we cannot infer more based on the record at this juncture.

Manning, 36, of North Ridgeville, who chairs the Ohio House Criminal Justice Committee, is articulate and well-versed on issues, and was instrumental in enactment earlier this year of bipartisan legislation modernizing Ohio's domestic violence laws to protect people in abusive dating relationships.
He is opposed by Democrat Sharon Sweda, 65, of Amherst, a Realtor seeking her first political office, and Libertarian Homer S. Taft, 73, of Vermilion, a lawyer. Both are accomplished in their fields but neither made a compelling case that Manning should not advance to the state Senate.
